Originally animated to show hands being raised, as might be done along with the the exclamation Banzai! in Japan. Now more commonly only shows the hands in the air.
Raising Hands was approved as part of Unicode 6.0 in 2010 under the name “Person Raising Both Hands in Celebration” and added to Emoji 1.0 in 2015.
